Meta has just released Muse Glimmer, a 30 billion parameter model under an Apache 2.0 licence, designed to run agents locally on a Mac or a PC with a single consumer GPU. It is the company's first genuinely open release since the Muse family went proprietary back in April. One detail worth noting: the licence is more permissive than anything Llama ever carried.

The timing is anything but innocent. Chinese models accounted for roughly 61% of tokens consumed on OpenRouter in May, Qwen passed a billion cumulative downloads on Hugging Face, and Llama has quietly dropped off the rankings altogether. Meta rediscovering open source feels a bit like the ex showing up with flowers after seeing who you have been spending time with.

What makes the move interesting is not the benchmark line. It is the target: an agent running continuously on your own machine, with no network call and no per token bill. For a European organisation that would rather not ship its documents to an American datacenter, that is far more tangible than yet another cloud assistant.

That said, 30 billion parameters do not overturn a distribution position. The real test is called Muse Spark 1.2, whose weights Alexandr Wang has promised "soon". Until that file is online, Zuckerberg's essay on superintelligence for everyone remains a well crafted piece of lobbying.

This is where yesterday's article comes into focus. CSIS is urging Washington to adopt a tokenpolitik, a state strategy for exporting the American AI stack. But diffusion cannot be decreed from an office: it is decided by the model a developer downloads on a Tuesday evening. Meta has just made that point on its own, without waiting for an interagency plan.
