Online commerce will no longer happen on pages, it will happen in conversations. In a handful of announcements, OpenAI wired ChatGPT to PayPal, Google Cloud and PayPal outlined a payment layer for agents, and the discovery, evaluation, purchase chain is collapsing into a single thread. This is not a gimmick, it is a shift in layer, from the web of sites to the web of agents.

Concretely, starting in 2026, PayPal merchants will be discoverable and payable directly inside ChatGPT via Instant Checkout, standardized by the Agentic Commerce Protocol, co-developed with Stripe. In parallel, Google Cloud and PayPal are offering retailers the ability to deploy conversational assistants on their own surfaces, connected to PayPal, that talk to one another via Agent2Agent and secure the transaction with AP2, a payments protocol for agents. AP2 introduces cryptographic mandates that prove intent, structure accountability, and promise traceability usable by payment networks. Two layers are emerging, commerce with ACP, payments with AP2, and both are explicitly open and interoperable.

We are witnessing retail tipping into interface. The standard arrives before usage scales, a structural advantage for those who plug in early. The winners will prepare three things, a clean catalog enriched with attributes and real-time inventory, a brand voice and response policies capable of living inside an agent, and data governance and clear consents, because every recommendation and every mandate will be audited. The near-term risk, dependence on platforms that capture intent, confusion around incremental metrics, and a quiet war over payment access. Our line, test fast, instrument finely, keep control of the experience and the data. Merchants who wait for perfect proof will let preference be built elsewhere, in the chat of their customers.
