On August 3, CSIS published a piece that finally puts a name on what the sector has been watching for months: tokenpolitik. The token, that elementary unit models swallow and spit back out, becomes the currency of a new international order. Power will go to whoever controls the chain that produces them: energy, chips, datacenters, models, applications.
Benjamin Jensen and Yasir Atalan point out that none of this is new. The Suez Canal, INTELSAT against Intersputnik: infrastructure has always been a way of organising other people's dependence. Their diagnosis of Washington is harsh beneath the polite surface. The pieces exist, the American AI Exports Program, Pax Silica, DFC and EXIM financing, agreements with the Emirates and Saudi Arabia. They do not yet add up to a strategy.
Beijing, for its part, has stopped writing memos. On July 16, twenty-nine countries signed the founding agreement of WAICO in Shanghai, an intergovernmental AI organisation headquartered in China, without the United States. The next day, Xi Jinping praised open source in front of the world. Add a 295 billion dollar infrastructure plan and open models priced well below the American ones. China has even settled its official translation of token, ciyuan, built on the name of its own currency. Hard to be more explicit short of printing it on a banknote.
What is missing from that piece is us. Europe is not mentioned once, and the calendar explains why. The call for the seven gigafactories closes on November 12, selection in early 2027, first facilities expected to come online in mid-2028. We are polishing a financing structure while others are already delivering tokens to the Global South.
The text frames the problem correctly, but it frames it for Washington. The real question is no longer who writes the better strategy. It is who will power the servers of countries that cannot afford to wait until 2028.
